The Substance Abuse and Mental Health Services Administration (SAMHSA) has been working with the ONC on its Data Segmentation for Privacy (DS4P) Initiative. Through this initiative, federal and community stakeholders have developed standards and guidelines for enabling data segmentation and management of patient consent preferences. SAMHSA is using these standards to develop the application branded Consent2Share, an open source tool for consent management and data segmentation that is designed to integrate with existing Electronic Health Record (EHR) and Health Information Exchange (HIE) systems.

Technical Approach

The Consent2Share architecture comprises of two major components, a front-end, patient facing system known as Patient Consent Management (PCM) and a backend control system known as Access Control Services (ACS). While Patient Consent Management (PCM) allows patients to capture, electronically sign, and revoke their consent directives anywhere and anytime, it is the Consent2Share Access Control System (ACS) that provides a Policy Enforcement Point (PEP), a Policy Decision Point (PDP), and a Data Segmentation Engine for enforcing patient consent directives and applying privacy metadata to clinical documents. Data Segmentation consists in not only redacting information based on the patient’s privacy preferences but also in applying privacy metadata tags to the clinical document. Examples of metadata include: confidentiality, applicable privacy law, refrain policy, and obligation policy. The following technonologies are utilized in the development of Consent2Share.

Objectives
